Upgrade pricing is available for anyone who has purchased the Subdivide and Smooth plugin from Smustard prior to the Artisan release date of Feb 28th 2011.  After Feb 28, 2011 Subdivide and Smooth will remain available on Smustard but at a reduced price of $15.
